Marc FLEURBAEY : Ni perfectionniste ni welfariste : l'indice premiers est possible

Rawls a proposé de comparer la situation socio-économique des individus (ou groupes sociaux) sur la base de leurs biens premiers, mesurés par un indice synthétique. Les commentateurs ont repéré un dilemme à propos de cet indice. S'il est le même pour tous les individus, il ne respecte pas leurs préférences et reflète un certain perfectionnisme. Mais s'il respecte les préférences individuelles, l'indice n'est qu'une simple fonction d'utilité et la théorie rawlsienne retombe dans le welfarisme. Cet article montre comment l'indice de biens premiers peut respecter les préférences individuelles sans pour autant être un simple indice d'utilité subjective. Le choix de la forme précise de l'indice dépend de principes d'équité dans la répartition des ressources. En outre, le recours au critère du maximin (ou principe de différence, donnant la priorité aux plus défavorisés) reçoit dans cette perspective une justification nouvelle.

Abstract: According to Rawls, the worst-off subgroup of the population should be identified by its low endowment of "primary goods". Since primary goods are multi-dimensional, he proposed constructing a synthetic index. But there seems to be a dilemma with respect to such an index. Either it is unique, and then individual preferences about the various primary goods are disregarded, while the index reflects a perfectionist view of the good life. Or it respects individual preferences, but in that case Rawls' theory seems to fall prey to the classical problems of welfarism. This paper shows that the synthetic index of primary goods can respect individual preferences without being merely a measure of subjective utility. The precise form of the index depends on ethical principles about how to share resources. In addition, this approach offers a new justification to the maximin criterion (or "difference principle", i.e. priority to the worst-off).
